Introduction

The 1999 Florida Legislature passed legislation that directs the Agency for Health Care Administration (AHCA or Agency) to publish a health maintenance organization (HMO) report card.

HMOs are required to report to AHCA data that are indicators of access and quality of care, such as measures of chronic disease management, preventive health care, prenatal care and checkups for children.1 AHCA is also required to conduct an annual survey to determine the satisfaction of HMO members.2

AHCA has prepared Choosing A Quality Health Plan: Florida HMO Report 2004 from reported data and other information provided by the Florida Department of Financial Services, Office of Insurance Regulation. Information is presented for commercial, Florida Healthy Kids, Florida Medicaid and Medicare health plans doing business in Florida. The next section describes what is included and explains how to use this report.
